be muscular and wear a gakuran, or gakuran-inspired jacket. It’s ubiquitous in anime and in school uniforms in Japan so you’re probably going to look like a cosplayer regardless. You could just wear it over a tee and hope your physique will carry you and you’ll look like Jotaro but otherwise you’ll just look like you’re cosplaying any high school age anime character. Alternatively you could try a fit incorporating a gakuran like picrel, maybe without the hat
The cap he wears is pretty military-esque so I’d recommend dropping either the hat or the jacket to not look like a naval larper, unless you want to for some reason.
Raidou wears a police uniform from the taishou era, not a school uniform.
Just know that you really do have to be HUGE to be able to pull it off. Otherwise you’ll just look like an autistic weirdo
I intend to have a good shape, but I’m 5’7, no way I would look like him.

A big part of the earlier JoJo characters is being hecking massive. You aren’t going to give off his vibes at your statute. If you still want to dress like him get a longer black coat (mid thigh length), black boots, and a black militaryish hat. Throw a chain on your pants if you want.

Be tall, muscular and handsome for starters. You can pull anything off if you are pretty. Other than that, like anything anime it would look extremely weird and out of place, so either be a celebrity or live in NYC or people will look at you like a stupid.
Other than that all you need for a simple Jotaro outfit is just some long coat and a cool cap. Or just try to dress like a sailor.
