However yes if you make an online account in pro you can make a local account after and then delete the primary account that was signed in, thus becoming local only

First things first, don't use an account on Windows. One drive only syncs the desktop if you use an online account. So use a local account instead

Have Pro, was able to do local. Settings - Accounts - sign in local
