James essentially wins the story of the comics (unless something happens to him after where I stopped reading).

Stillwell didn't plan that in the comics. He had his puppet in the Whitehouse and was about to achieve his goal of selling supes to the Pentagon when Homelander ruins everything for him. Stillwell just lands on his feet and makes the best of it because he's the avatar of corporate America and represents the inherent resiliency and adaptability of huge impersonal systems that can employ economies of scale to recover faster than localized incidents can damage them. I think Homelander even calls him a god in one scene as a sort of meta-reference to the fact that Stillwell isn't a real character so much as a personification of a concept.
