Why is God damning those who have never heard his name?

Does God actually send people to hell even if they never had the chance to hear about Jesus?
Also did he send people to hell for not believing Jesus right after the resurrection or was there some sort of buffer in order to let the news spread around and give people a chance to accept or deny Christ?

      so, say a middle of nowhere guy believes that God exists, is a good person, and goes out of their way to help others. that person would be judged favourably, due to their circumstances.

      now, take a modern man who could study theology easily, and find most answers, but even after studying a bit he denies the truth he saw. that man is getting judged harshly.

      God is not some bureaucrat who's filling a checklist to see if you have salvation or not.
