          Being so peaceful that they didn’t need walls, for starters. But also being such a large and organize state meant cosmopolitanism on a large scale. It meant that most small farmers could no longer afford to keep their farms going, and that was because the rise of large latifundia had not only driven the price of foodstuffs so low, but also greatly stabilized it so that their society wasn’t rocked by periodic famines. In fact, food was so cheap that it was cheaper for the state to buy it give it away for free than it was to withhold it and have to deploy the army to put down food riots.

            Was never the case in Britain though not even in the southeast. Outsider raids aside roman control was nominal in most places even the iceni remained intact through the whole roman occupation and like all other surviving tribes were given free reign after the last legions were gone.

      Wrong, 1 AD Britain in particular was nothing like it was in 1000 AD. Big difference between 1000 and 1700 too but not as big.

      It was relative to all the societies around them. Civilization means that Romans were resolving their differences in a court room with lawyers, rather than as blood feud with hired thugs.

    Real human progress began during the Renaissance which partly was a rediscovery of ancient learning but was on further study almost entirely something new in substance if not style. And the ones who made the most progress were not Italian or Greek. They were Brits, French, Dutch, Germans.
