Bad institutions do play a big role though not to the extend that book says. The idea dictators or colonialism inherently lead to extractive institutions is just wrong. Lack of capital investments, often forgein, as a result of political reasons also often plays a role. Over reliance on natural resources, general political instability, distasters, geography, lack of a market etc. all play their part too. Often it's multiple of these combined

There is just no actual evidence many of the coutries that had it worse or which were only good for resource extraction ended up with worse institutions. The book is more a polemic than based on any actual research

At this point incompetency is a global phenomenon.
