He never had any intention of allowing Western influence in the Soviet zone. He was willing to support a unified Germany, but only on the condition that it would be a neutral state along the lines of Austria or Finland.
Austria was always western aligned and Finland had a weird leader who for some reason honored the promise of neutrality despite being under no obligation to do so.

If I remember correctly they gave it to Poland cause it was the main harbour for goods coming up the Oder from Silesia, so they were handed to the Poles aswell.
