Is there a way to keep them on without just holding the stalk?

Is this bait? The stalk is the switch. You either pull it or push it to switch it on.

It won't "push" back, it only "pulls" forward. This is why I'm asking since it should push back to lock on.

Sounds like time to sell it. I'll give you $600 for the Caprice as it sits.

The switch has failed and needs to be replaced.
You're going to have to pull the steering wheel to do that.

it should click when you pull it back and stay there, the switch inside is broken

procedure is similar to most gm vehicles of the era, youtube will have videos

Those GM multifunction stalks don't push and they don't flash. You pull, it clicks. That's it.

Alright, so when I pull it (towards myself) it should click and stay on?

              literally not an american

You see those two flip buttons in the pic you posted? The fat and the skinny one? Yea flip both of those first then pull the stalk, and now your high beams will stay on.

Dont forget to turn your lights off after you're done driving.

The fact that you still can't figure it out means your switch is broken.
