          The people who are innovating and creating memorable works of art today are at the upper part of the commoner class, maybe the bottom of the elite class at most. In centuries past, the people among the elite class of society were often fairly accomplished artists/mathematicians/inventors/etc themselves. Now all of our "elites" just rig the economy to make themselves richer and have no hobbies beyond partying and sailing and raping/eating/murdering stolen children.

    Post-WWII is probably the safest answer, though a lot of what happened after was already going on post-WWI and in the interwar years. When the elite stopped exclusively holding the highest political offices is also a pretty good sign but that varied from country to country. Semi-related but I like this painting of Chamberlain and Balfour in the House of Commons, perfectly aristocratic hauteur in a place that was supposedly the "commons". At least it is interesting to note that while Balfour was born a blue-blooded aristocrat, Chamberlain was largely self-made but started to carry himself like an aristocrat after entering politics--it should seem now that most politicians strive to do the exact opposite. Wherever that inflection point is is where you can probably find your answer

    When was this made? 17th century I’m guessing, as near the end of the century I’ve noticed that leaders and generals were no longer painted wearing armor as often before, just look at the gradual evolution of the portraits for the Electors of Brandenburg for example

      1627. So in the transitional period where the idea of "knights" and warrior nobility in full armor were being phased out by huge standing armies of less lavishly equipped commoners. I think the battlefield mortality numbers jumped almost tenfold or something crazy between the 15th and 17th centuries.

      Latin was basically a synthetic science language due to all the bible wanking. German leaders just used latin for politics, religion and science while lower classes had no written language, just like everywhere else.

    There always had been some parvenus/new money joining the old elite. However, it's sort of new that new money have become so prominent compared to old money.
