The people who are innovating and creating memorable works of art today are at the upper part of the commoner class, maybe the bottom of the elite class at most. In centuries past, the people among the elite class of society were often fairly accomplished artists/mathematicians/inventors/etc themselves. Now all of our "elites" just rig the economy to make themselves richer and have no hobbies beyond partying and sailing and raping/eating/murdering stolen children.

When the elite stopped exclusively holding the highest political offices is also a pretty good sign but that varied from country to country.
