What's the point of the free tier on cloud providers if non of them accept a prepaid card and require you to have a salaried account? the people interested the most in free tiers are broke students

The point of the credit card is to uniquely identify you, leveraging the fact that credit cards require you proved your identity to another institution, that way they don't have to implement identify verification

No it isn't, you can get a credit card without a job two ways
1. if you have no job, someone is supporting you financially, you can put their income when you apply
2. Opening a secured credit card, you give the bank collateral, and after having the card open for 3 to 6 months, without doing anything derogatory like missing a payment, or maxing out the card, they return your original collateral to you and raise the amount of credit they are willing to extend to you.
Also when you leave a job or lose a job, your card doesn't automatically close

Can you go into more detail? I've never had a salary, have multiple cards, never paid a cent for oracle free tier cloud services, and they used one of my cards to identify me

I made a firebase free tier service for a uni project. When I finished I removed my account association to the Google cloud service along with my card.
I got warnings every month saying I need to add a card to the service for it to keep running but ignored them. Now I get no emails and its still running almost 2 years later
