            This makes sense. ruzzian uniforms wouldn't have looked like that. Also, #3 from the left is obviously a sailor, not an army man.
            This pic seems conclusive, they are Australian sailors wearing the exact same uniform.

    This is the Eight-Nation Alliance that defeated the Boxer Rebellion. The rebellion was an anti-colonial revolt that intended to remove the colonial powers from China. It also had a strong anti-Christian sentiment.

    These soldiers represent each of the nations of the alliance. They were primarly fighting to protect their nationals and private property, not the Chinese.

    Russia was a coalliton member but isn't in the picture. The Netherlands also participated to a degree.

    The image was taken to show off the coallition soldiers who defended law and order in Qing Dynasty China.
