Let's say there is alien life. Why would it be intelligent or highly formed? Out of all the lifeforms on Earth there isn't any one like humans in totality. Dolphins and other animals have complex social behaviors, but don't have the ability to make technology.
But to play along, if the machinations of consciousness were able to be understood, perhaps they would be able to transfer their minds to other bodies or machines they develop, and use telepathy. If they could merge consciousness, I think the ultimate goal of some groups or perhaps the entirety of the species would be to merge into one form of intelligence similar to Brahman in Hinduism. The goals and desires of such a being would be difficult to understand.
Because we have an example of it happening at least once, and the universe is unimaginably huge. Half the shit you see when you look into an empty inch of sky is more galaxies. There are septillions of stars in the observable universe, possible more. You could empty the atlantic ocean with shot glasses and have less shotglasses full of water than there are stars.
The idea that only on this one planet, out of all the planets orbitting all the stars that we can see, this is the only one that developed life is just really arrogant.
As far as humans being the only highly evolved species on the planet, even thats debatable, there was at least one other highly developed species in the past, and more modern genetic analysis, ignoring the social implications, seems to prove that more than 1 still exists at this point in time.
The unanswered question from your linked paper, and the question in general, is why would we expect to be able to see the influence of other life in the galaxy? Nothing we do would be visible to them, so why do we assume their activity would be visible to us? And even if it were, why assume we would be able to identify it as proof? A space faring civilization may have given up things we can currently identify, like radio waves, hundreds or even thousands of years ago relative to our perspective, and we would have no idea how to even guess at what to look for.
