something like proto-germano-italo-celtic however some people believe in an urnfield hypothesis so perhaps proto italo-celtic? it's funny how r1b-l21 turned out, its islander descendents ended up speaking celtic and so did continental r1b-l21 in italy, spain, and france (not the breton clade)

Celts didn't have that much of a genetic impact on Ireland, the languages were either already being spoken over there or they were carried over by groups of Britons who were themselves not very celtic. By Celtic I mean related to Gauls in particular. Another option is the people who brought Celtic languages to the isles weren't very related to Gauls and Celt's Celts and were already very British looking and had minimal haplos that are uniquely Celtic if there even are any of those.

The caveat is that it is just an approximation. For example, there are probably numerous dead-end para-languages from the Beaker horizon, but we only have strong evidence for Italic and Celtic (who may have maintained a clade for quite some time).

I do not think we can know. There are some weird properties with Celtic (like it seeming to enter Ireland with close to zero genetic signal).
It's possible it's from u152 directly or L21 adopted it from proximity with others. But at some point L21 predominantly spoke it.

I am L21 from Italy, north east, specifically a rare clade downstream that only I have according to yfull, but that is because very few Italians do commercial genetic testing and most academic studies don’t do heavy downstream tests because of price. Around my area Slovenia seems to have a high presence of L21 as well as the Val Gardena in the Dolomites, which has around 30 % L21. According to mytrueancestry, my ancient relatives were mostly Gallo-romans, lombards, goths, and gepids.
