Paul has been trying to release it for decades but always gets shut down. But it's not Yoko doing it, it's George's family. When he was alive he lobbied hard to keep Carnival of Light off of Anthology. His resentment of Paul was so petty that he didn't even want him hogging 14 minutes of CD space to himself.
It won't come out until both him and Yoko are dead

Everyone who's heard it says it sucks
that’s fine. i still think it deserves to be heard. it’s a piece of beatles history.
Full pro-shot live footage of Genesis on their The Lamb Lies Down on Broadway tour in late '74-early'75
The band says they themselves never filmed a full performance yet there was a German documentary crew that were doing a piece on rock music in America. Genesis just happened to be the band playing the Shrine Auditorium in LA that night they were there.
Apparently over an hour was shot but when the program aired, only a couple of minutes (if that) was shown. It is believed the rest of the footage ended up destroyed after being cut but one source in German said that there is a possibility the studio had it archived or it is in possession of someone who worked on it. Everyone who attended the tour always say it was the best live performance they have ever seen. Other than these few minutes in the documentary, only fan recordings and this black & white reel from a Berlin show are known to exist
