Trannies think that dimorphic development begins at puberty, but it actually happens at conception. They also think that if you prevent puberty, you can completely bypass all male performance advantages. Literally if you train babies to have a crawling race, the male babies would still win every competition because male infants are bigger on average (and typically learn to crawl earlier than female infants) and this difference is thought to be due to androgen activity. Trannies would literally have to begin transitioning in the womb
womb transition is possible though and not that hard to do, just pump blockers and estrogens (or testosterone in XX development) to mother, though hard to gauge what kind of genitals come out (maybe possible using regular ultrasound to investigate genital development and gauge)
hell you could probably deliberate engineer an interesting intersex genitalia (ie. let's say pseudohermaphrodite with some sort of vagina and some penisalike) if you'd bored with standard penis/vagina type genitals

sexual dimorphism exists prior to puberty but it's much less pronounced than during and after puberty. for most individuals, opposite sex hormone therapy prior to puberty would likely be perfectly sufficient to place them into a normal range for the opposite sex physically given the wide variations between individuals. but there are naturally outliers who never really had a chance.
