It is the soul. Realizing it means you become a Buddha and see it in everyone.

But doesn't the doctrine of anatta specifically negate the existence of any such thing as a soul?

That is in Mahayana Buddhism seen as preliminary teaching whereas the teaching that there is a self that is eternal and unchanging is seen as the final teaching, as explained in the maha-parinirvana sutra and other tathagatagarbha sutras.

As explained in the nirvana sutra. But it is mentioned and talked about in the tathagatagarbha sutras.

Buddhists don't agree about this, some schools and teachers see it as a figurative potential for enlightenment said to be inside everyone while others assert that it is a kind of perfected soul-like nature that is truly already present and actualized in a certain sense inside people, even when they don't realize it.

Anyone who tries to assert that Buddhism uniformly accepts X interpretation of Buddha-nature is lying to you and is trying to push an agenda

I didn't say that you idiot, people having differing interpretations doesn't preclude one or several of these interpretations from being correct in contrast to the others.

Different hermeneutical approaches towards ancient texts lead to schisms and the creation of new scriptures, and this process is iterated ad infinitum.

    1. The potential of every being to become a Buddha.
    or
    2. The true secret essence of every being as the primordially awakened Buddha.

The second formulation is held by those schools in which the Tathagata-Garbha doctrine developed, which brought them somewhat closer to the Vedantists and others. That is, they recognize the unchanging basis of being in the form of Buddha Nature. Others see it only as a potential.
I'm using the fireman analogy. You could say that you have the potential to become a firefighter if you get the right training. Or you can say that you are already a firefighter, but you don’t know this, and if you are taught, you will remember this. There are some analogies with Plato here: learning as remembering.

    Buddha nature = Buddha potential.

    >What is potential? Is it a soul that sits within every person? Or an emptiness/clear mind that is waiting to be cleared out?
Buddha's answer is clear. Its the latter. The mind of a buddha is clear of illusions/delusions/clear of fetters.

    >What is that mind that which is clear of?
The mind is made up of various mental activities like streams of various consciousness, streams of various thoughts, streams of various feelings, streams of various habits/personalities/karma, etc. They're all temporal streams of activities which can be changed/manipulated/etc. Each of them are created at the birth of the new body.

But its not just that. The question also asks a second deeper one.

    >Jata Sutta
    Q: There's a tangle inside,
    A tangle outside,
Everyone is entangled in this tangle,
    I ask you Lord,
    Who can untangle this tangle?

A: Those who follow virtue, seek truth, train their mind, can untangle this.

Is not Buddha/God/He/Me/You/I can become Buddha, its anyone who practices can become a Buddha.

BUDDHA NATURE IS SITTING ALL DAY IN FRONT OF THE COMPUTER, MOVING AS LITTLE AS POSSIBLE, FORGETTING ABOUT THE WORLD BEYOND THESE WALLS, HOLDING THE URGE TO URINATE, AND DEFECATE —TO BUILD INTERNAL FORTITUDE—, AND STRUGGLING AGAINST YOUR LEFT HAND IN REGARDS TO THE QUESTION OF AUTOEROTICISM.
