        That is in Mahayana Buddhism seen as preliminary teaching whereas the teaching that there is a self that is eternal and unchanging is seen as the final teaching, as explained in the maha-parinirvana sutra and other tathagatagarbha sutras.

    Buddhists don't agree about this, some schools and teachers see it as a figurative potential for enlightenment said to be inside everyone while others assert that it is a kind of perfected soul-like nature that is truly already present and actualized in a certain sense inside people, even when they don't realize it.

    Anyone who tries to assert that Buddhism uniformly accepts X interpretation of Buddha-nature is lying to you and is trying to push an agenda

    I'm using the fireman analogy. You could say that you have the potential to become a firefighter if you get the right training. Or you can say that you are already a firefighter, but you don’t know this, and if you are taught, you will remember this. There are some analogies with Plato here: learning as remembering.

    Buddha's answer is clear. Its the latter. The mind of a buddha is clear of illusions/delusions/clear of fetters.

    The mind is made up of various mental activities like streams of various consciousness, streams of various thoughts, streams of various feelings, streams of various habits/personalities/karma, etc. They're all temporal streams of activities which can be changed/manipulated/etc. Each of them are created at the birth of the new body.

    But its not just that. The question also asks a second deeper one.
