"web" means that it's a new graphics api designed as a part of web standard. but "web" also means that it's a crossplatform graphics api.

What else is even there to add to OpenGL? Vulkan isn't even worth the extra headache unless you're really pushing the hardware to it's limits, and even then there's compatibility to consider.
vulkan has shader pointers which were made core in 1.3 (VK_KHR_buffer_device_address) so it can be used for real compute in a cross platform manner
