            yes for the first option, that's what exactly happened with my family, they fell for the government propaganda only to find out they were thrown on an empty land of which its development was relying all on themselves.
            the immigration influx mostly happend in between late 19th century and early 20th century, but in Italy they still were suffering with poverty and some minor wars here and there. so yeah, I guess they wouldn't question too much about how good the opportunity really was.
