It is impossible for it to be free. What is actually going on is that in the other countries cited, people who do not go to collage are helping to pay the expenses of those who do get to go. (That happens in the US as well, to an extent, in terms of scholarships, state-supported schools with lower in-state rates, grants to higher education, etc.)
If one were not an OccupyDemocrat, one could say that in the US you are not forced to pay for other people to go to college even if you don;t get to go, at least not to the extent that the rest of the world forces people to do.

Chile’s is not actually free, they make like a list or a scale ranking from richer to poorer and only the 60% poorest people on the country qualify for free education, then some other qualify for state sponsored loans or other benefits and the richer people don’t qualify for nothing (the system is kind of retarded and some middle class people get left out) and on top of that you need to take 3-4 test to be able to get into the Good universities which are affiliated (some public and some private) with this benefit (if you do poorly, because you are stupid or poor there’s some shity private ones, but they are not free, in the contrary they are retarded expensive)
