          This. Civilized countries have pushed for language reforms to simplify and more easily standartise their language for centuries. Modern european languages are a piece of cake to learn.

        2. political reforms

        Also standardization of syntax or spelling occur with people who are writing literature.

          probably not what you're looking for, but worth dropping in this thread, is William's Golding's The Inheritors.
          about the civilizations themselves, Alain Testart has written some indispensable works but unfortunately they are only available in French.
