Off the top of my head I can think of at least 3 intentional floods that killed a lot of people in the Han dynasty.
2 of those happened during the end of the Han Dynasty, and it wasnt a dam being broken up but rivers being rerouted to flood fortified cities. Which is a standard Chinese siege technique.

There's a lot of rivers in China and many cities are near them. if a standard siege assault fails or is delayed, smart commanders get their engineers to reroute/blocl rivers and flood the town.

Its a great way to force cunts to surrender. If defenders persist and the siege lasts more than a few weeks, a month or so into the siege, stagnant water with dead bodies & animals floating in it would become this festering soup of disease, impacting the ability of the defenders to fight.
Why surrender at that point though? They're already fucked, it's not like the attackers help them rebuild after that.
People mostly die in Chinese wars due to famine, disease, and starvation than actual combat. Once combat is done and the other party surrenders, losing combatants are either held as prisoners, or as usual in Chinese civil wars, defected to the winning side. Outright massacre of prisoners and surrenderers was not commonplace nor readily accepted- usually the people punished were their leaders and generals- and in the times when that happened, it was usually seen as an atrocity. Like when Gen. Bai Qi buried alive thousands of Zhao POWs who surrendered after the Battle of Changping in 226 BC.
