All these non-profit organisations that claim to help the homeless pay themselves 6 figure salaries while doing nothing to actually combat the problem, further more, they want the homeless to stay homeless so they can keep up the scam.
I don't think homelessness is a problem in its entirety. In a free society, some people are going to make decisions that result in their homelessness. I think the majority of the homeless (in the west) fall into the category. Mentally ill without the family or the money to support them, drug addicts who are happy to save money on housing so they can put it towards drugs, some combination of the two. For the rest, I have no idea. Maybe more money invested in social outreach programs? But then that would require housing to be available, and there's issues with availability, so I don't know. I don't know if there is a solution.
The COC (continuum of care) in my county sends most of that money back to the state. They don't want to provide services because then the homeless will not go away. They say the spend a lot of money but the money just goes to public employee salaries and back and forth from the county budget and the state budget.
The Chinese round up their homeless and put them on buses, shuttle them back to the country. A lot of Chinese people move from the country to the city looking for employment, and when they don't get it they end up on the street. What if instead of just moving them into the country, there were programs designed to house, rehabilitate and train the homeless in an environment away from the drugs.

If you won't move out of the city of your own volition, you're taken to the facility, you're either forcibly relocated to out of the city, or you can be taken to the facility. Your choice. You're provided food and basic amenities and job training at the facility. Those who wish to be employed, will be helped, and taken to the city for work, at no cost of their own, until they're able to sustain themselves. If you don't want to get a job, fine, you can still stay in the facility, but amendments will be restricted to the minimum unless you help out around the facility. If you consistently cause too much trouble, you're kicked out of the facility, and are not allowed in the city.
