    Once tech companies got to a certain size, employee quality became less critical, so criteria for hiring programmers shifted from skill to culture fit. Tech companies grew regardless of the useless people being hired. This created a feedback loop where HR think they're hiring quality people so they kept on using the same criteria. With no more easy VC money and cheap loans and an ongoing recession happening, growth became slower or stopped and revenue of these companies dropped, so companies have no choice but to downsize.

          OP didn't do a rigorous calculation but basically you have development, creative, sales, and operations. Admin should be a tiny fraction (HR, finance, legal, exec). HR is the biggest of those and even then you shouldn't need more than 1 HR for every 50-100 employees. Twitter doesn't need 1k+ creatives, the bulk should be sales/marketing and operations.
