3:2 is nice, but their default config is too underpowered. Then upgrading it isn't worth it for an Integrated graphics machine. They get pretty pricey. At that point, you're paying the premium price of an HP Elitebook, but those have good construction and upgradability. The Surface looks nice, but feels cheap in comparison.

Last one I handled was a 4, not a 5. The chip was a gimped quad core i5, and it only had 8gb and 256gb in the standard config. A MacBook Air can get by with less, but Windows needs a little more, I think. And so many other PC manufactures are doing just that.

If you're set on the Surface, I bet you might find a cheaper config in these on going Black Friday sales throughout the week (if you're American?). Maybe wait till then.

HP Spectre 360 and Thinkpad Yoga. Looks like they took their cues from MS doing 3:2, but made better machines (and they're both 2-in-1s).

I decided to look this up and it turns out even the base model M1 Macbook Air is ~$1500

How can pajeets afford this? Every Indian I've worked with strongly prefers Windows. Many can't even use Linux.
Framework laptops come with a 3:2 aspect ratio and have pretty good build quality. I recommend getting the 4.0g hinge if you decide to get one.
I looked at them however have passed on them so far since you can't get a useful amount of RAM in them yet. 16GB is minimum for a full desktop OS machine. My reading two in one laptop has 16GB of RAM and I can't replace it with any other two in one or tablet computers since they cannot compete with it. This sucks since that machine is getting old and I've been replacing parts to prolong its life until manufactures can start making a worthwhile two in one or tablet PC.
For me it's the asus zenbook 14 OLED
I would not get a surface laptop. I had one issued for work and everyone in my it department was issued them as well and everyone would have a different batch of bugs, mostly with teams which was ironic considering they were both made by m$.
My work laptop I have now is a lenovo yoga 9i which I really like although the 7i is the one that'd be in your price range. Also look at the wonderful asus zenbooks. they're pretty slick and not overpriced.
