      Russia in the 90s and early 2000s tore up rail lines, turned off gas pipelines to towns in the far north and even ended maintenance on the wharves and ports but now that the government has turned around and said they want to redevelop the far northern cities and get people to move there due to the Arctic sea lanes will be open all year long which will create the quickest maritime journey between China and Europe
      I’m a bit lazy to find sources but there are portable nuclear power plants in the far north as Russia is developing the mining and oil refineries within the Arctic circle it’s all pretty interesting

        Look, China has 10x population of Russia, its minor populated regions will have 10x the population of Russias minor populated regions.
        Here, some math for you, Russian Far East, so east if Siberia and the part bordering China and Pacific has a pop of 8.3 million as of 2010. Russias overall pop is 145 million.
        That's 5.7% of its pop there.
        Chinas northeast territory (pic rel) has a pop of 110 million out of a pop of 1.5 billion
        That's 7.3% of its pop there.

        Get it now? You just dont invest that much pop into such far flung areas, they mostly go into your metropole regions.
