Still worth it if you are serious about wanting to be feminine.
I started at 24 myself and ended up having a dencelty large pelvis + hips so even through I got no growth from it it's not too bad in that regard.
At 19 you could still get decent hip growth is you get good levels.
Tbh hips aren't that important, most important is not having too large shoulders, and having a fem face (which can be achieved through FFS).
Hips are like the icing on a cake, so to speak.
Also at worst it's possible to get hip implants.

The one thing that can't be fixed through FFS is midface.
If your midface is too long you can't really be helped through you can still be a twinkhon.
Jaw; browbone etc can be fixed.

You could also try a corset to push your organs, but that will not change the underlying skeletal-muscle structure of your body. Only stress from activities that test your endurance and fitness can achieve that barring expensive, momentary and probably unsuccessful non-cosmetic medical procedure.
