In early settlement times, most Germans came to Prussia because the Polish paid them to settle there, afaik.
Well you later had a lot of settlers in the south of east Prussia coming from Mazovia. They were even a majority there according to German censuses. There was even a referendum which Poland lost but it was probably mainly due to Polish-Soviet war at the time. Though that applies to the South Olsztyn/Allenstein area. Konigsberg area had barely any Poles. There were small communities yeah but you also had small communities of Poles in the Rhineland doesn't make it Polish.
How's that contrary to what I wrote? As far as I know, the early inhabitants of Prussia have been baltic and pagan so the nearby living Polish prince or whatever that recently converted to Christianity thought it to be a good idea to pay some Germans to settle the area and Christianize the locals.
