Cantabria was never a basque region and the basques in the early medieval period were mainly in the Pyrenees and didn't even extend to some parts of the basque country
those areas did have some nominal Visigothic control, with some fortifications like Olite or Álava being built in the VIth and VIIth centuries to control the area
Cantabria and Asturias probably had some holdout celtic tribes (with verying degrees or romanization), with major cities in the coast under visigothic control (Gijón)
