It's proper warfare. Military strikes are very rarely against people. People can be replaced but equipment for a small city is valuable. The cars cost way more and it takes time to procure them. Also by destroying the cars he took out the police's main mode of transportation and slowed them down. It's why BLM captured whole stations rather than go after cops individually. Some people are even crazy enough to go after SWAT team vehicles, hence why many police stations park them in a garage.
