It was, but the emperor had more power over the subject nations and princes than is commonly thought. Especially since we tend to be biased by thinking of more the end of the HRE rather than the more early centuries, when it had a range of very strong to moderate imperial authority

Regardless, even if you don't count the HRE as a real nation, there were only a few places with elector kings, most entities in the HRE were cities, bishoprics, republics, or counties/duchies.

There were only 2 kings on the HRE in theory there could be like 4 I think but the kings were the emperor (kang of germany italy burgundy etc)and the king of bohemia everyone else was an imperial elector.
What made Bohemia so important as to have a monarch that out ranks everyone besides the Emperor?
It was a kingdom already before becoming part of HRE and didn't fall apart into little kangdoms
