                I don't think you understand how well digging works. It requires heavy machinery. If the capital isn't already present, there's no way for the locals to afford to do that.

                Colonization in LATAM was less extractive. The Spanish forced integration. African colonization had almost no integration so when the colonists left there was a mass exodus of institutional knowledge.

                This was never going to last forever as it's easier to emulate the policies of successful companies instead of innovating. Poor countries grow at faster rates than rich countries, all else being equal.

                I think the simplest explanation is the lack of beasts of burden. Societies from North Africa to India to Europe all had access to animals that could make agriculture a step up from hunter-gatherer societies.
                Europe arguably benefited the most as the terrain limited the movement of troops from Anatolia which allowed wealth to build up.

        Norway has a low population in relation to its resource wealth. They also have had functional, inclusive institutions for a huge period of time. Most of Africa was built on extractive institutions and those persisted after the decolonization push. It doesn't help that many of them also flirted with communism during the Cold War.
