To answer OP, no Japanese laptops suck. Their bios is always shit, rarely updates for fixes, key layout is always fucked, cost for performance is shafted unless buying second hand.

Japan still does a lot of manufacturing of mechanical parts, and they still tend to have a good reputation for quality (but lots of knock offs made in 3rd world countries).

I use a Toughbook at work for locomotive troubleshooting. Would not recommend it as a daily driver. It's nicely portable and handles a ton of abuse but if you're sitting at a desk, the keyboard sucks, the screen sucks, the processing power is sub-par, you're better off with anything else.
The JIS layout is one of the worst things ever, instantly ruins all japanese laptops exported that have it. Not even bear computer was safe from it's shittyness
