I posted a thread kinda like this, not too long ago. Didn't get into specifics like you have.
The gist of the helpful advice I received was, email some college professors and see what happens. And I did. And in response I got constructive feedback, a reading list, contact info for the best possible people to talk to, and a suggestion to pursue a PhD. I don't think I want to go that far, but at least I know where to send the idea, once I've got it cleaned up the way I want it.
So if you actually know your shit, ignore the replies like and email some people involved in the pertinent research.

at the very least you can use it to learn basic research technique, then U-turn and start a company
Is your idea to use the intracellular signalling pathways to initiate self-killing mechanisms of the cell? If so where would you intervene? Defective membrane proteins? How would you go about linking that to those self-killing mechanisms that are working?
(I read that idea posted somewhere else a while ago and thought maybe that was you as well)

On average, when a lay person 'has ideas on how to do x' it usually comes from a place of ignorance, not knowing the actual har problems.
That being said, you could have paradigm shifting ideas, cancer research is very stale in some ways.
So if you let me know what the general idea is, i can tell you if it's dumb or worth putting in the effort of learning how to contact the profs or labs you need to contact.
I'm not a cancer researcher, but my research is adjacent, and contains some cancer theory, so i may be able to help.
