What do you mean by ‘to dinner’? If you mean going out for a nice meal with other people, then they’re fine. If you mean sitting at home eating pizza in front of the tv, then it’s probably overdressing.
In my opinion, calfskin oxfords go with a suit and nothing else.
Suede oxfords can be "business casual".
The most versatile high quality shoes are:
black calfskin chelseas (if you are thin)
suede or grain leather dress boots
suede chukkas
penny loafers of any leather type (even cordovan)
It is very difficult to go wrong with any of these.
Depends on the overall outfit I guess. Also depends on the type of dress shoe. As another anon said I have a pair of chunky derby shoes that I wear casually.
oxfords are too stuffy and formal to be worn without a suit. Wear a chunky brown derby instead, those can be pretty casual

Depends on where you’re going to dinner. Olive garden? Yeah you’re gonna look like a tool. Fine dinning restaurant? Totally appropriate and normal.
