There really isn't an explanation other than genetic ones. And that's ok. Some groups of humans are good long distance runners, some are better at explosive strength, some require less calories to function and thus can survive food scarcity more easily and some are smarter.

Environment separate from genes plays a role (obviously), but its probably mostly genetic. If you have a high IQ society, then the environment for their children improves because the smarties develope shit like plumbing and nutritious food. Low IQ societies in sub saharan Africa get left even further behind then their genes dictate because they drink poop water and develope vitamin deficiencies. The smart get smarter and the dumb get dumber.
The direct link to biological race, IQ, and genetics hasn't been found yet. But there is tons of indirect evidence (the Bell Curve). I would bet a direct link will be found within 20 years unless the sociologists planning to destroy scientific thinking ban this kind of research.
