Wonder Woman and Daredevil have shit villains too, what's your point? I'd argue most heroes have largely bad villains with the exceptions of Spider-Man and Flash who have probably the most consistently good and/or entertaining ones top to bottom. Even Batman is pretty top heavy with the quality dropping off pretty badly. The Legion is the only other thing I'd say has consistently good villains but that's a team and not a solo hero.

Because Iron Man is a character who really only works as part of an ensemble and isn't strong enough to carry things on his own.

Name me 20 must read Iron Man solo stories that aren't Demon in a Bottle, Armor Wars or Extremis. Name 15 of his rogues--ones that are largely exclusive to him--and explain why they're not actually shit.
I don't think anyone really has a clue how to properly write him in a way that's actually consistently interesting.
Three must reads alone is reason enough to make a character great. Most don't even have one.

IM 3 was dogshit because they tried revamping the Extremis Story, adding in Hartley and fucking over A.I.M. Not to mention Tony turned into a quipster and magically got over his PTSD.
The PTSD was overplayed because it didn't improve the story, it's not a thing the character had in the comics. They twisted Mandarin and then RE-TWISTED him and turned AIM into an unremarkable enemy, when you'd expect an epic showdown with his most famous villain to try to peak the trilogy. I never even much cared for Extremis.

Iron Man's rogues need a little more diversity in them. I don't want to read about him constantly fighting Businessman or Communist. Commies haven't been relevant for years. He should be fighting evil geniuses, scientist, robots, rogue governments and dictators.

How would it be by proxy CCP specifically? Why would it benefit them to want to steal Stark's plans? China is way past the point where they just copy others, they have a very booming tech industry. You just want to recycle old story ideas and replace Russia with China without really any good justification for it.

Well that's the stale taste of legacy comics, keeping yourself to a designated timeline allows for appreciation of characters. Unicorn, Melter, Mandarin are heavy hitters in those stories, feels authentic, telling yourself these characters have an ending (by the way, my Marvel timeline ends around the Fantastic four wedding, good enough for me!)
The MCU has been afraid to use his villains since forever. They changed Stane, it was still ok because who'd think there could be multiple Iron Man movies, and Justin Hammer was ok-ish, that's it.

Obadiah Stane, Justin Hammer, Controller, Mandarin in Enter The Mandarin, Dragon Seed, 95-100, Fraction’s run, and Revenge of the Mandarin, Crimson Dynamo III (I wouldn’t count Anton as a villain), Guardsman 1 and 2 (who were brothers and had a connected arc), Living Laser, and Madame Masque are all good on the top of my head if you actually read the stories.
