There definitely are nukes, not that they could actually use them if captured. I'm sure Ukraine wouldn't mind getting their hands on the weapons grade material, but it would defeat the deterrent aspect if they can't announce they actually have nuclear weapons. If they did a lot of aid would probably be immediately withdrawn.
