          They included the criminal charges against him in the article. Basically, nothing you mention was in the criminal complaint. They are charging him with preventing the coast guard guard from board his vessel.

          But the only reason he was preventing them from doing that is because they were going to arrest him and haul him off even though he wasn't doing anything wrong.

          He's caught in a Catch-22. They were going to arrest him no matter what.

          A storm in the atlantic is terrifying, the sea is a beast like nothing us lubbers can imagine until we “see” it. He would at the very least have probably lost his course and everything on board even if he managed to stay strapped into that thing and if the buoys were not ripped away.
