Basically he’s criticising the decision to focus on the Donbas rather than offensives elsewhere pushing deeper into the “so-called Ukraine”. That’s the only kind of opposition allowed in Russia, criticising the government for not going further in the direction it would already like to to. Could be an indication they’re planning something outside the Donbas, for example another drive to Kiev.
