she could let her parents know and if they're accepting they can tell a endo about this and she'll get hrt easily, though you might have to wait for some time to get it (I think it took me 4 months from contacting my endo to getting, but I live in a more rural area so I doubt she'll wait so much)
or you can get money and buy stuff from hrt.cafe
you can just monodose on estrogen with injections which is pretty cheap and not that hard to do
doing blood tests will be more complicated this way though but idrk about that so I can't give any tips

Hrt is otc in spain. I think if you know someone over 18 who can help they can just go buy estrogen from a pharmacy. Or go ask a doctor spain is quite good with things like this
