    It probably has a thermal camera, entry level shitty Chinese knock off thermals that can only see about 20m cost roughly $800- $1000, I can't imagine high FPS small delay thermal cameras that transmits a video feed and can see a Kilometer or so is going to be cheap.

    Governments overpay for stuff all the time. its corruption. Same thing happens in the UK. Randox fucking rinsed the the tax payer hundreds of millions of pounds. All got through shady backhands. Made an app for covid and outsourced it to a shitty company in Pakistan on the cheap and embezzeled the difference into their pockets. To add insult to injury, the Pakistani company leaked millions of peoples passport photos on the internet.

    Whereas the Russian military they just take the money and sell shit of everything in the US (and Europe as well) there needs to be bureaucratic institution and a shitload of companies involved to take the money. This way there is no direct responsibility and they can say it's just a waste of resources instead of corruption. They also love wunderwaffes produced at a limited scale and/or just making a "superior" version of commerically available equipment.

    Western governments as a whole have a boner for "procurement studies" to hide the fact that the same old cronies get that tax payer money, creating insane and cancerous specifications; should some outside win the contract they'll even kike each other and litigate or claim foul play (various american countries, butthurt french/german/belgian companies if it pertains to military procurement).

    Limited buy orders usually. If it takes a team of 50 people, engineers, lawyers, finance, accounting, HR, marketing to get this product to market at a cost of $20m, the US DOD j only wants 500 of them, then the cost is 40k.

    There's a lot of waste but DOD etc only care that unmet needs are met, not so much the cost of it.
