Usually it depends on how big it is.
But its different everywhere, nobody is going to be able to give you an answer unless you specify what locality the land is in.
There are still some jurisdictions that let you do whatever the fuck you want, as long as you don't sell it without getting it up to code.
Some places though are far more strict because some douchebag council member doesn't like people getting shit done on the cheap and want the business to go to their cousin instead.
US Building Codes make them practically illegal in most states. If you build anything without permits the State will tear it down and arrest you for resistance.

The replies are interesting considering many types of older building materials have fallen out of use due to more modern insulation ideas, but still work very well. The houses that stand in france are 200 years old, and are still good. Most people don't know how to build them today. However, they are drafty, but they have no 'breathing' issues which some further insulated houses do today. The idea back then was you would heat/cool whatever room you were staying in...and that was it, rather than the entire house. Thus things like sleeping porches, cozy living rooms in fancy houses with sometimes a stove and a fireplace and more was necessary.
The real problem lies in the fact that these kind of structures are not built anymore commercially, most people don't know how to build them, the difference in materials, the massive monster that is building codes, and more. It's turtles all the way down.
