it's classified as "historical" and therefore can't be moved or changed in any way without going through special channels via the city. so you're left with a house that's breaking down, you can't repair or update (including adding window units or central AC) without a lengthy process.
tl;dr you're buying something so other people can look at it while you foot the bill. these houses are traps and i'm still not sure how it's entirely legal to do this, but it's not the first one i've seen.
Make sure to pay less than that because you're going to spend a fortune fixing it because it's probably falling apart like most old houses in Tennessee.
