1)People exaggerating countries like Austria or the Netherlands because of their peaks in the last centuries.
2)Those underestimating countries like Poland or Bulgaria because they are "poor" today
3)Generally people judging countries by their personal sympathy towards them and not their actual relevance
4)People lumping together everything that existed in the geographical area of the modern country
I would say its a mostly good estimate, although there's obviously nuances and interpretations. Some might say France should be higher and the may have a point but at the same time Britain definitely surpassed them in influence in the last 200 years so they still should be in a lower category, although still very important.
It also depends how people interpret "relevance", whether it's just what happens in certain key events and periods like in the Middle Ages for example, then France would be crucial to world and European history, since that influenced everything that came afterwards
OR
whether people an analysis of a cumulative effect a country's influence on the world stage over a whole period say, the last 1500 years, and the current world, then France would be lower than Britain, we type in English right now after all.
