That's true in the Lowlands and how the Scots language overtook Gaelic and Norn. But Scotland has always been a hodge-podge of Celtic and Germanic. You had Picts, Britons from Strathclyde, Irish in Galleway and the Higlands, Angles in Lothian and Norse in Shetland, Orkney and Hebrides.
Not to mention how they imported Normans, Bretons and Flemish into their ruling class. So in a lot of ways Scotland was a lite-England except they retained a semi-Celtic character in the northeast.

Admittedly, there's no denying that the Highland Clearances were targeted at ethnic Gaels who lived in a "traditionally Gaelic" lifestyle.
That being said, things like the Gentleman Adventurers of Fife indicate that urbanized Scots themselves were willing to undertake that sort of anti-Gaelic action.
IMO it would be more accurate if we dropped the notion that "Scotland" is homogeneous, and instead acknowledged that the Gaelic speaking peripheral peoples were indeed oppressed, but the urban Burgher class of Scotland itself was instrumental in that oppression.
