      At least one grandparent is the FIFA rule. Home nations have an agreement not to use residency to switch from one country to another because it would lead to too many people changing, which is why Giggs was never eligible for England as an adult.

    Cause you can move and there’s no such thing as English or Welsh citizenship cause the UK is the sovereign nation that contains both countries. You can walk between both countries, there’s no border guards or anything
