Yea just like how transitioning doesn't really turn you into a woman. But if you want to try to pass as the other sex then it is all about sexual dimorphism and having bigger muscles is going to end up making you look more male.

Having lower body fat (Whether it's from weight loss or working out) in general makes breasts shrink because they're made primarily of fat. Flexing/developing the pectoral muscles will make them perkier, but if you get to the point where you have heavy definition then you'll have lost the fat that comprises them. Female bodybuilders have tiny and/or fake breasts for this reason.
