There's plenty of Baroque concertos written for the instrument. The reason why there's a stigma against it is because it's mostly remembered as that cheap, mass produced plastic instrument that is given to schoolchildren.
Because of Arnold Dolmetsch. He was a luthier who was responsible for creating replicas of several historical instruments and was a pioneer in the early music revival movement. He was an advocate for using the recorder to popularize baroque music, and as a means to make classical music accessible to the masses, since it could be cheaply produced. I think it had the opposite effect of what he intended.

without a doubt its recorder, you can tell by the way the pitch/tremelo sort of falters at the end of some longer held out notes, very typical of recorder. mellotron had a flute sound but I don't think it had a recorder sound.
It was used in a fair amount of baroque compositions but nothing particularly notable, no. It doesn't really bring anything to the table that other woodwinds don't.
